But one might ask, “what does it mean that God is merciful?” In simple terms, when we say that God is merciful, we are saying that when we deserve punishment, He chooses not to punish us but to locate us in His grace, favor and help us to learn what it takes to please Him. Although we all deserved to be punished, God in His mercy decided to embrace those who welcome Christ in grace. James 2:13b says, “mercy triumphs over judgment.”

What the Scripture about Mercy
On several occasions, the Scriptures tell us about God’s merciful nature. Remember how God was merciful to the wayward Solomon in 1 Kings 11:13. When the children of Israel were in captivity, God showed them His mercy (Psalm 106:45; Nehemiah 9:31). God’s mercy was also illustrated on the day of Atonement on a yearly basis, when the High Priest entered the Holiest Place and sprinkled the blood of the sacrifice before the mercy seat (Leviticus 16:14). Matthew 18:23–27 also gives an illustration of God’s merciful nature. It has to do with a parable in which Jesus Christ describes a rich ruler who was owed a large sum of money. It so happened that the ruler ordered for the collection of his money, but then the debtor came begging for mercy. The ruler in turn forgives the debtor and completely cancelled his debt.
Note here that we are trying to point to the fact that: we owed God a debate we could never repay and He has freely forgiven us that debt through Jesus Christ. It is unfortunate that after the ruler in the Bible forgives the debt, the debtor in his own turn refuses to forgive someone else who owed him a little amount. The ruler upon hearing this decides to judge and condemn the ungrateful person whom he forgave his debts. This is to say that God requires us to be merciful and forgiving to others just as He is to us (Matthew 6:15). It is important to understand here that we who were forgiven so much really have no right to withhold forgiveness from others.
Facts about mercy
Mercy is coupled with other attributes of God as we can read from Psalm 86:15 – “You, O Lord, are a God merciful and gracious, slow to anger and abounding in steadfast love and faithfulness.” God’s mercy is fully rooted in His love for mankind. God is merciful because He is love (1 John 4:8). The Bible tells us that anyone who does not love does not know God because God is love. God’s righteous nature automatically sends out a call for the punishment of all sins. Anything otherwise will mean that He is not Holy. But we are told by the Scriptures that God is full of Holiness and there is no sin in His presence. It is because God loved us and He is merciful that He sent His beloved and only Son, Jesus Christ, to the world.
He sent His Son so that anyone who believes in Him may not die but have everlasting life (John 3:16). The very fullness of God’s mercy is seen in Matthew 27 where Jesus the Messiah is brutally beaten and murdered on our behalf. That is, Jesus Christ received our just punishment or condemnation, and we received God’s mercy. God loves us so much that He wants us to be with Him. And for this to take place, we must understand that there is an inseparable connection between God’s love and mercy. God’s Son, Jesus Christ, laid down His life and became the sacrificial lamb (Isaiah 53:7; John 1:29) so that God’s mercy could be extended to us. It is important to understand that instead of punishing us for our sins, God allowed His only Son to take the condemnation in our place.

Theologians have defined mercy in clear and understandable terms. Jonathan Edwards puts it this way, “God is pleased to show mercy to His enemies, according to His own sovereign pleasure. Though He is infinitely above all, and stands in no need of creatures; yet He is graciously pleased to take a merciful notice of poor worms in the dust.” In the same light, Millard Erickson says, “God’s mercy is His tenderhearted, loving compassion for His people. It is His tenderness of heart toward the needy. If grace contemplates humans as sinful, guilty and condemned, mercy sees them as miserable and needy.”
The Scriptures reveal several words which have been translated as “mercy.”

- Racham clearly means “to love or have compassion,” to have a disposition of mercy (Psalm 116:5).
- Kapporeth means “ransom” and highly linked to the “mercy seat” in the Scripture (Exodus 25:22).

- Eleemon which clearly means “to show compassion,” “to have pity on,” or to “be merciful;” (Matthew 5:7).
